111年8月8日結合招商說明會辦理廉政平臺啟動儀式

桃市推動捷運土地開發案廉政平臺，讓招商程序行政透明、安心投資！

機關採購廉政平臺是法務部廉政署近年推動廉政工作的重點，這項工作結合開放政府的核心精神，並秉持「跨域合作」、「公私協力」、「行政透明」、「全民監督」四大內涵，引入專業機關、廠商及民眾的參與，增進廠商與民眾對工程案之瞭解及信賴感，讓民眾、廠商、機關、檢察署、廉政、調查處及台灣透明組織協會共同建立跨域聯繫管道，型塑外部監督力量，排除外界不當施壓干擾，讓機關同仁不用害怕誤觸法網，得以安心、盡心的執行公務，使重大開發案能夠如期如質無垢完成。
 
法務部廉政署莊榮松署長致詞表示：桃園市是個新興直轄市，近年在鄭文燦市長的帶領之下，工商業更是蓬勃發展，相關重大都市計畫亦是如雨後春筍般興建，為了重大施政均能如期如質無垢完工，桃園市政府針對重大建設已成立「航空城區段徵收工程廉政平臺」，而今日桃園市政府捷運工程局鑑於「臺北雙子星C1D1弊案」，為避免類似事件重蹈覆轍及延誤重大施政，亦於機場捷運A10及桃園捷運綠線周遭土地開發案成立「捷運土地開發案廉政平臺」，透過廉政平臺建立公開透明良好招商環境，讓捷運土地開發案能夠順利招商完成，鼓勵公務員勇於任事，攜手合作推動國家重大建設，一起為桃園市民創造安心宜居的生活環境。

臺灣桃園地方檢察署俞秀端檢察長致詞表示：恭喜捷運工程局成立「捷運土地開發案廉政平臺」，因捷運綠線跨越桃園、八德、蘆竹及大園等4個行政區，工程巨大，不僅帶來商機，也有巨額利潤，本署為協助產業公平競爭，以及讓人民有良好的生活環境，在這裡呼籲，無論在座各位遇到何種異常情事時，請勇敢撥打檢舉電話0800-024-099，本署也會持續派專組人員與機關合作，秉持公正，查察不法，共同守護公共建設。

桃園市政府鄭文燦市長致詞時表示：桃園市為近年全台青年人口成長最多的城市，除了在產業發展、社會福利政策持續努力之外，市府也透過捷運路網建設及場站周邊完善的開發規劃，營造適合青年人口移居的環境。其中桃園捷運機場線不僅服務機場旅客，更是串聯大台北生活圈與桃園境內大型醫療、購物、休閒娛樂據點的跨都會多功能路線，因此自今年起，桃園市將以捷運機場線為首，積極推出以TOD(大眾運輸導向發展)為規劃概念的捷運城鎮開發案。

本府也成立了捷運土地開發廉政平臺，同步於今日攜手廉政署、桃園地檢署、桃園市調查處、市府政風處及台灣透明組織協會，共同啟動廉政平臺，目的在提供投資者一個資訊公開、行政透明的投資環境，並彰顯市府辦理土地開發案公平、公正、公開之決心。
 

  Taoyuan City promotes the Government Procurement Integrity Platform for Taoyuan Mass Rapid Transit System land development projects to achieve transparent administration in the process of investment and build investor confidence.

To promote the Government procurement Integrity Platform is one of important tasks for the Agency Against Corruption (AAC) in recent years. This task combines the main concept of open government and four major principles including “cross-domain cooperation ", "public-private collaboration ", "administrative transparency", and "public supervision ". By introducing the participation of professional institutions, contractors and the public, it will enhance the understanding and trust of the contractors and the public on the major public constructions. The joint establishment of an inter-agency communications network by the public, contractors, government agencies, the Taoyuan District Prosecutor's Office, the AAC, the Taoyuan City Field Division of the Ministry of Justice Investigation Bureau and the Transparency International Chinese Taipei (TICT) shapes the external supervision and eliminates the improper interference from external forces. The civil servants do not have to be afraid that they would accidentally commit a crime, so that they are able to fulfill their duties without worries and ensure that major construction projects have been completed on schedule with expected quality.
 
Zhuang, Rong-Song, Director-General of the Agency Against Corruption of the Ministry of Justice, said in his speech: Taoyuan City is an emerging municipality. Under the leadership of Mayor Cheng, Wen-Tsan, industry and commerce have flourished in recent years, and related urban planning has also sprung up. To ensure major construction projects have been completed on schedule with expected quality, the Taoyuan City Government has established the "Taoyuan Aerotropolis Fee Collection Integrity Platform". Today, the Department of Rapid Transit Systems of the Taoyuan City Government established the Government Procurement Integrity Platform for the Taoyuan Mass Rapid Transit (MRT) System land development projects around the Airport MRT A10 and Taoyuan Mass Rapid Transit Green Line in order to avoid similar mistakes in "Taipei Twin Tower C1D1 Malfeasance" and delays in the implementation of major policies. Through the integrity platform, an open, transparent and favorable investment environment can be established, and the MRT land development project could be successfully completed. Civil servants can fultill their duties without worries. Thus, through the integrity platform, we can work together to promote major construction projects, and create a safe and livable city for Taoyuan citizens.
 
Taoyuan City Government Mayor Cheng, Wen-Tsan said in his speech: Taoyuan City is city with the largest youth population growth in Taiwan in recent years. In addition to continuous efforts in industrial development and social welfare policies, we have made efforts through the construction of the MRT routs network and the improvement of surrounding stations to create an environment which is suitable for the youth migration. The Taoyuan MRT Airport Line not only serves airport passengers, but is also a cross-city multi-functional route connecting the Taipei home range with the medical, shopping, leisure and entertainment bases in Taoyuan. Therefore, from this year, Taoyuan City will take MRT Airport Line as a starting point to promote the MRT town development project under the concept of TOD(Transit-Oriented Development) vigorously.
 
The government has also established the Government Procurement Integrity Platform for Taoyuan Mass Rapid Transit System land development projects, which is jointly launched today with the AAC, the Taoyuan District Prosecutor's Office, the Taoyuan City Field Division of the Ministry of Justice Investigation Bureau, the Department of Governmental Ethics of Taoyuan Government and the TICT, with the aim of providing investors an investment environment with openness and administrative transparency, and demonstrates the municipal government's determination to handle land development projects in a fair, just and open manner.
